No, this guy is not surfing on a shark, although it would be ridiculously cool.
He threw a big piece of meat into the ocean, jumped in, waited for a shark to come, and rode on his surf board behind the shark. Pretty ballsy.

Check out this amateur footage of a shark about to eat another shark at Mall of America’s Underwater Adventures Aquarium.
Luckily, the aquarium workers were able to intervene, so the no sharks were killed in the taping of this video.

Dolphins have strong protective instincts toward members of their pod.
Their protective instincts are so strong that they’ll protective whatever creature is being harmed by a shark.
